High IAT + Low Baro = low turbo flow.
Try bumping your req load up even higher. There is an air density modifier applied after all of the table lookups. You will be overspinning the turbo quite a bit. You'll see it flatline at some point when it can't flow any more.

Dig a 5500 foot hole and drive in circles in it
Altitude is the biggest killer. You will need a much larger turbo to make power at altitude.
