First post on here. and my question is,
Can the steering angle torque limiter be removed. If so, what needs to done?

The only option for now, regardless the tuning device/software used (as far as I know) is to disconnect the steering wheel angle sensor. The SWAS and stability control module work independently of the ECU and these tuning devices (versa, cobb, hypertech, ecutek, whatever) address only the engine operating maps.

It is possible to negate the SWAS torque reduction. Everyone has stayed away from that for liability reasons. It is a part of the Dynamic Stability Control system. Noone really wants to touch a safety system.
