Questioning Logic of Stock Tune

Hello all,
I am finally starting my self tuning journey. using the stock and OTS tune values as starting points. It seems like most tables (BCS DC, all the load request tables, throttle control, etc.) are geared towards requesting max engine torque from like ~2000-5000 RPM, but tapers off after that. What is the logic behind this? Maybe to keep the K04 in its efficient range?

There is definitely someone who can explain this better than me but this is my understanding.
Like you said load is basically how much torque the engine is producing. The reason the targeted load drops off above 5000rpm is due to the stock k04 not being able to reach higher loads (with the stock BCS DC). You will find a lot of the stock tables will need smoothing such as the Target AFRs and Ignition Timing. You can start by making a smooth curve with the load targets, for example coming up to 1.6ish around 3000 and slightly tapering up during 3500-5500 and finishing around 1.4 at 7000. Obviously weather conditions will change how well your car respond but keep in mind load and boost is different. The car on a cold day at 16psi might make 2 load. The same tune on a hot day at 19psi will make 2 load, so make sure to keep that in mind when tuning. I wouldn't recommend going over 1.9-2 load anywhere if you are still on stock HPFP, if you are stock HPFP keep an eye on your fuel pressure and ensure it doesn't go below 1600psi during WOT and is consistent.
