Decel Fuel Cut Requested Load Threshold Question

Does anyone know how the Decel Fuel Cut Requested Load Threshold and Decel Fuel Cut Requested Load Threshold Additive tables work?
Is it that when the load for a specific RPM increases past the Load Threshold it disables the fuel cut and fuel is pumped in?
Or is it when the load for that RPM drops below the Load Threshold, it kicks the fueling back in?
When are the Additive table values applied?
