The VIN (or your Versatuner download link, which has the VIN in it) is required for someone to figure out the download link of your versatuner to look at your tune if he/she doesn't have the versatuner version to open your tune. The tunes are specific to each car generation, so versatuner issued for a mazdaspeed3 gen1 will not open a mazdaspeed3 gen2 tune, or a CX7 (which are also two generations), or mazdaspeed6. That is also the reason why when someone begins an E-Tuning session the E-Tuner will ask for the VT download link.
In the case of the Versatuner, a versatuner program issued for another VIN cannot be really used otherwise than in a demo mode, so there is no property or intellectual theft in this (not to say if the person who asked you for that is already a VT owner).

The VIN number of a car is not something that really needs to be kept secret like a social security number or identity card/passport number. You can often see these VIN numbers popping up on car sales sites, on forums (so that people can use the VIN and look up a part in some parts program), and so on. So the VIN number cannot be used for scamming or identity theft any more than like your name or some forum nickname.
