These tables limit the calculated actual load. Even if you set requested load to say 3, and these are 2, the ECU will try to keep you under a load of 2.
Set these tables at the load value that you want to limit the engine to. If you feel that the engine will blow a head gasket or bend a rod at a load of 2 at 2000, then set these to 1.9 or some value below 2 at 2000.
