My question is how accurate is the data reading.
I did couple pullsand it shows 20.5 psi .
Is that possible with stuck turbo. ?

Most probably it's MAP, manifold absolute pressure, so boost + barometric pressure.
The data reading is as accurate as the sensors report it, it's read from the car itself.
