DFCO Table Behavior

I have been playing around with the Decel Fuel Cut table and based on the air fuel ratio that I am logging, I am not sure that the table does what is indicated.
I have each cell set to 9800rpm with coolant temps > 30C. Despite this, my AFR's go max lean (20:1+) when off throttle in gear.
Has anyone else seen this behavior?
