Radiator Fan(s) Not Turning On

OEM Tune Changes:
Primary Fan1 190F
Primary Fan2 195F
Secondary Fan 200F
Second Fan Veh Spd 6.213712
Full Temp Idle @ 900
Increase OMP rates
My car has recently been not activating the fan(s) consistently and the water temp quickly reaches 210F. This morning for instance, I was sitting in a parking lot idling, temp went to 216F and the fans were not on. Fans run when A/C is activated.
The entire cooling system was flushed and replaced last year.
Could this be a tune issue?
