Why is there a spark retard of 4ish degrees in the 5000 rpm band from .75 to 1.25 ish load

The 93OCT tune uses pretty much the stock timing tables with a bit of improvement in the midrange (for the 5000rpm column the timing is actually increased with one degree above stock). So you will have to be a bit more specific about the table you're looking at, or compared to what you see any decrease in timing.
