catless downpipe

I have a gen 2 speed 3 with an unknown brand catless downpipe, i am in the process of putting in a new motor and before the old one blew i noticed boost surge around 4k rpm, my question is what can I do to prevent it from surging aside from just targeting less boost in the mid rpm range.
